Both arguments are valid. The outcome depends on whose convenience is prioritized: the company’s or the citizen’s. The advisory council has answered this question. The industry needs a philosopher because its models are exhibiting properties that engineering cannot fully explain. The public needs fifteen hundred bills because the same models are producing effects that the existing legal framework does not cover. The philosopher will work on whether the machine has an inner life. The legislators will work on whether the machine needs a label. Both are working at the speed of human institutions. The technology they are responding to is not.
